こんにちは！関西学院大学 総合政策学部 佐山ゼミ3回生の永田良樹です。
今回はパークマネジメントを学ぶという名目で行われた実習についてのレポートを書かせていただきます。より多くの方々に知っていただきたいことなので日本語英語ハングルの3ヶ国語にて寄稿します。

この実習は、石川県の金沢城・兼六園周辺（金沢市中心部）を訪れ、石川県いしかわ四高記念公園＆本多の森公園の指定管理者・植宗吉村グループの植村様、中川様の案内の元、都市公園への理解を深めることを目的として行われました。
前回（5月11日）の視察ではイベント等が行われていない、公園の普段の姿から勉強させていただいたのですが、今回は同公園で行われている数多の企画のうちの最も大規模なイベントである「金沢オクトーバーフェスト2019」（8/23〜9/1）に参加させていただいて感じたことを中心に書きます。
まず簡単にオクトーバーフェストについて説明させていただくと、起源はビールの本場であるドイツにあり、1810年当時の皇太子ルードヴィヒとザクセン皇女の結婚式を多くのミュンヘン市民が祝ったお祭りだそうです。現在でもドイツでは世界で最も規模の大きなお祭りとして親しまれおり、東京ドーム約9つ分とも言われる超巨大なイベント会場で、ビールだけでなくアトラクションやライブ、パレードなどが執り行われるそうです。
これほどの規模ではありませんが、近年フェス文化が浸透した日本においてもオクトーバーフェストは受け入れられ、日本全国各地で行われています。その内の１つが今回参加させていただいたもので、中心市街地の活性化や賑わい創出にも大いに貢献しているイベントです。詳細はこちら→（https://www.okt-fest.jp）
ここからは私感を中心に書き綴ります。
午前中に到着したのですが、会場に着くと既に活気に溢れていて、ソーセージのいい匂いとともにビールの誘惑に襲われました。（本レポートのために我慢。我慢。）
印象的だったのが外国人の方の多さで、あたりを見渡せばどこにでもいらっしゃるという印象でした。中川様によると北陸新幹線開通後外国人含め観光客が増え、約3割は県外からのお客様だということでした。
私は、白山麓実習（写真新聞記事＆ツナグ白山麓Facebook https://www.facebook.com/tsunahaku参照）のメンバーでもあり、白山麓でも地域活性化に寄与すべくイベントを企画、実施しました。しかし、いしかわ四高記念公園のオクトーバーフェストは、それとは異なる目的で行われており、規模もはるかに大きなものでした。ゲストの数も多く、そのうえ多彩です。もちろん、「同じ“活性化”という言葉でも中心市街地と中山間地域では当然中身の違う意味になる…」それはキャンパスにいる時から分かっていました。ですが、実際に両方を体験すると、本当の意味でその違いが理解できます。地域間の格差がなぜ大きくなるのか、都市部の強み、山間部の厳しさ、住んでいる人たちの考え方や価値観の違いまで、両地域のイベントに実際に参加したことで体感的に学ぶことが数多くありました。
金沢は、水（白山水系の水です←ここが大事）が綺麗な土地だということもあり、今回参加させていただいたものの他に、地酒や日本酒のイベントがあるそうで、来年からは地元の店々による地元の方のためのワインのイベントが始まると伺い、観光資源としてのいしかわ四高記念公園のパワーが感じ取れました。
今回の視察を通じ、地域活性化という言葉の捉え方の難しさを実感しました。 地域によって、県外に向けてのアピールを行い、人口を増やし、経済発展を目指すのか。また地域の魅力を再発見し、地域内の人にその場所特有の素晴らしさ、価値を未来伝えていこうとするのか。この違いを肌に触れて味わえたことがこの視察の最も大きな成果です。
これをきっかけに石川県だけでなく、自分が住む地域や大学周辺地域などの地域活性化に向けた取り組みについて考えたいですし、また違う季節、イベントでの同公園の姿を見てみたいと思っています。 そして、こんなにも素晴らしい公園に、もっともっと多くの方が来園してくれれば嬉しいなと思いました。このレポートを読んだ方が、関心を持ち、新たに公園を訪れてくれることを願っています。

Hello! I am Yoshiki Nagata, a third-year student from the Sayama seminar, Kwansei Gakuin University.
This time, I will write a report on the practice that was conducted in the purpose of learning park management. * For this training, I visited Kanazawa Castle and Kenrokuen (in the center of Kanazawa City) in Ishikawa Prefecture. It was performed with the purpose of deepening the understanding of the city park under the guidance of Mr Uemura and Mr Nakagawa.
In the previous visit (May 11th), I was able to study from the usual appearance of the park where no events were held, but this time is the most of the many projects being held in the park I will focus on what I felt when I participated in the large-scale event “Kanazawa Oktoberfest 2019” (8 / 23-9 / 1).
First, I will explain the Oktoberfest. The origin is in Germany, the home of beer, and it is a festival that many Munich citizens celebrated the wedding of Crown Prince Ludwig and Princess Saxony in 1810. Even today, it is popular as the world's largest festival in Germany, and it is said that not only beer but also attractions, live performances, parades, etc. will be held at the huge event venue, which is said to be about nine times the Tokyo Dome.
Although not so large, Oktoberfest has been accepted in Japan, where festival culture has permeated in recent years. From here, I will write mainly on my feelings.
I arrived in the morning, but when I arrived at the venue, it was already full of energy, and I was attacked by the beer temptation with a good smell of sausage. (Patience for this report. Patience.)
What impressed me was the large number of foreigners, and the venue was crowded with foreigners. According to Mr.Nakagawa, the number of tourists, including foreigners, increased after the Hokuriku Shinkansen opened, and about 30% were from outside the prefecture.
I am also a member of Hakusanroku Training (Photo Newspaper Article & Tsunagu-Hakusanroku Facebook :see https://www.facebook.com/tsunahaku), and I planned and implemented events to contribute to regional revitalization in Hakusanroku. However, the Oktoberfest at Ishikawa-Shikou Memorial Park was performed for a different purpose and was much larger. The number of guests is also varied and diverse. Of course, the meaning of the word “activation” is different between the central urban area and the mountainous areas. That was something that I knew before. However, if you actually experience both, you can really understand the difference. I learned many things from experience by participating in events in both areas, for example, why are regional disparities growing, the strengths of urban areas, the severity of mountainous areas, and the differences in the way people think and values.
Kanazawa has the clear water (this is the Hakusan water system ← It is key point!), and in addition to what I participated in this time, it seems that there will be local sake and sake events. I heard that the local wine event for locals started. Therefore I could feel the power of Ishikawa-Shikou Memorial Park as a tourism resource.
Through this visit, I realized how difficult it is to understand "regional revitalization". Do you appeal to outside the prefecture, increase the population, and aim for economic development? Are you going to rediscover the appeal of the area and tell the people in the area about the splendor and value of the place in the future? There are various ways of understanding. The biggest result of this inspection is that I can experience this difference by touching my skin.
As a result, I would like to think about efforts to revitalize not only Ishikawa Prefecture but also the areas where I live and the areas surrounding the university, and I would like to see the park in different seasons and events. And I would be glad if many more people came to such a wonderful park. I hope those who read this report will be interested and will visit the park.

안녕하십니까.간세이가꾸인대학 사야마제미 4학년 김가나입니다. 이번에는 파-크마네지멘트에서 배운 것을 보고 드리겠습니다. 실습에서는 이시가와현 가나자와성 겐로꾸엔 주변을 방문하여 이시가와겐 이시가와시고우기념공원을 도시공원의 이해를 깊이기 위하여 방문하였습니다.
이번 방문에서는 수많이 진행되고 있는 이벤트에서 가장 큰 오크토바-훼스터2019에 참가하였습니다.
이것에 대하여 간단히 설명하면 기원은 맥주에 본장인 독일에 있어 1810년 당시의 황태자인 루-도 비히토와 자쿠센황녀의 결혼을 많은 뮤헨 시민이 축하한 축제입니다. 지금도 독일에서는 세계에서 가장 큰 축제라고 불리워 도꾜돔 9개쯤이라고 하는 큰 이벤트회장에서 맥주만이 아니라 라이브랑 파레드 등이 진행되고 있습니다.
이런 축제는 근대훼스문화가 침투하여 귀모가 작아도 일본각지에서 진행되고 있습니다. 그중 하나가 이번에 진행되고 참가하고 있는 것입니다. 자세한것은 여기입니다.（https://www.okt-fest.jp）
지금부터는 내가 느낀것을 쓰게 습니다.
회장에 도착하여 인상적인 것은 외국인의 수였습니다. 주위를 보면 어디에나 있었습니다. 호꾸리꾸신간선이 개통 후 외국인을 포함하여 관광객이 불어나 약 30%가 현외 사람들이라는 이야기를 들었습니다.
저는 하꾸산로꾸실습 멤버이고 하꾸산로꾸에서도 지역의 활성화에 기여하기 위하여 기획하고 실시하였습니다. 그러나 이 오크토바훼스트는 이 실습과 다른 목적으로 진행되어 있어 귀보는 아주 큰 것이었습니다. 방문자 수도 많고 그리고 다양하였습니다. 같은 활성화라는 말이라도 중심부와 중산악지역에서는 당연히 달리 구분되는 것은 학교에서 배웠을 때부터 이해는 하고 있었습니다. 하지만 실지로 양쪽을 체험하니 진짜 뜻으로 그 차이를 느낄 수가 있었습니다. 지역간의 격차가 크게 되는 것은 도시부의 좋은 점이고 살고 있는 사람의 생각이나 가치관의 차이도 양지역의 이벤트에 실지 참가하고 느꼈습니다.
가나자와는 물이 고운 토지라는 것도 있어 이번에 참가한 것과 달리 일본소주의 이벤트가 있다고 하여 내년부터는 지역 사람들이 다지방 분을 위하여 와인 이벤트를 시작한다는 것을 들어 관광자원으로서의 이시가와시고우기념공원의 힘을 느낄수 가 있었습니다.
이번의 방문을 통하여 지역활성화라는 말을 파악하는 방법의 어려움을 실감하였습니다. 지역에 있어서는 지역밖에 호소를 하고 인구를 증가시켜 경제발전을 향하는가.또 지역의 매력을 재확인하고 지역사람들에게 그 훌륭함을 보여 미래에 전해 가겠는가. 이 차이를 가장 느꼈습니다.
이것을 계기로 이시가와현만이 아니라 내가 사는 지역이나 학교주변 지역 등을 활성화하기 위한 대책을 생각하고 싶습니다. 또 다른 계절의 모습도 보고 싶습니다. 그리고 이처럼 좋은 공원에 많은 분들이 찾아 왔으면 좋겠다고 느꼈습니다. 이 글을 읽어주신 분들이 관심을 가져 공원에 방문해주시면 기쁘게 느낍니다.
